I am directed by Secretary Sir Edward Grey to
transmit to you herewith to be laid before the Sec-
retary of State for the Colonies copies of corres-
pondence as marked in the margin regarding a pro-
posal made by the United States Government for a
Joint Commission of enquiry into the Opium Trade
and Opium habit in the Far East to be undertaken by
the Powers interested,
I am to enquire whether the Earl of Elgin con-
curs in the opinion expressed in the second para-
graph of the letter from the India Office of the
